§ 32.17 PARTICIPATION IN COUNCIL PROCEEDINGS.

(A) The Mayor shall preside at meetings of the Council. The Council shall, by majority vote, select one of its members to preside at meetings in the absence of the Mayor. A duly elected and serving member of City Council shall be selected to preside at meetings of Council in place of the Mayor in his or her absence.

(B) The Mayor may participate in Council proceedings, but shall not have a vote, except that he or she may cast the deciding vote in case of a tie.
