No officer, employee, or professional contractor of the city or any city agency shall appear or practice before the city or any city agency with respect to any matter on which the officer, employee, or professional contractor personally worked while in the service of the city or city agency for a period of one year after the termination of the officer’s or employee’s service with the city or city agency or professional contractor’s service.
