(A) A City Engineer shall be an individual hired by the city, whose status shall be that of an independent contractor of the city.
(B) The term of such City Engineer shall be determined by contract.
(C) The City Engineer shall be a person who is a licensed professional engineer in the commonwealth. The City Engineer may utilize the services of individuals with whom he or she is employed and who are under his or her supervision. The firm for which the City Engineer may be employed must be licensed and permitted to practice the profession of engineering within the commonwealth.
(D) The City Engineer shall perform all engineering functions that may be required by the Mayor or a majority of Council.
(E) The compensation of the City Engineer shall be determined by contract.
