The term FIREWORKS as used in this chapter shall mean all rockets, roman candles, bombs, balloons, wheels, and other substances and devices for pyrotechnic display; all firecrackers, blank cartridges, torpedoes, and concussion canes, pistols, and other devices for the explosion of powder caps, or cartridges; or any other substance designed or intended to produce a visible or audible pyrotechnic effect by combustion, explosion, deflagration, or detonation, except sparklers, blacksnakes, colored fires, and nonexplosive novelties.
