(A) It shall be unlawful to park a motor vehicle within the city when any portion of the motor vehicle blocks or is parked over or upon any sidewalk.
(B) No person shall park a motor vehicle over or upon any sidewalk, whether that vehicle is parked upon an installed parking pad or in any other manner, nor shall any person while parking upon an installed parking pad permit any portion of his or her vehicle to block any designated sidewalk within the city.
