The revenues received from the collection of police protection fees provided for in this article shall be used only to defray the cost of the continuance, maintenance or improvement of police protection service within the City, and no part of such revenues shall be used for any other Municipal purpose. In the event the total revenues derived from this article exceed the total expenditures of the City Police Department for any fiscal year, the City shall rebate the difference between the revenues derived and expenditures to the owners who paid such fees on a pro-rata basis. Such rebate may either be given by refund within ninety days at the end of the fiscal year, or credited to the accounts of such owners for police protection fees for the succeeding fiscal year.
