783.02 CONTINUANCE, MAINTENANCE AND IMPROVEMENT OF PARKERSBURG FLOODWALL.

Council hereby declares that the continuance, maintenance and improvement of the Parkersburg Floodwall shall be borne by the owners of properties located within the "flood zone" as defined in Section 783.01 which such property owners are declared to be the users and beneficiaries of the Floodwall.
