749.19 ITINERANT JUNK COLLECTOR DEFINED; LICENSE REQUIRED; FEE; EXHIBITING LICENSE.
   "Itinerant junk collector" means a person who gathers junk, waste, discarded material, rubbish or material of like kind from place to place with the aid of a cart or vehicle, hand-drawn or propelled, who has no fixed place of business.
   No itinerant junk collector, without first having obtained a license shall operate within the corporate limits of the City.
   On or before July 1 of each year, each itinerant junk collector intending to operate within the corporate limits of the City shall apply to the City Clerk for a license. The annual fee for a license is two dollars ($2.00). If application is made for a license after the beginning of the license year, then the license fee shall be prorated, the charge being one-tenth of the license fee for each month which shall remain of the license year, the total cost, however, in no event to exceed the amount prescribed for the annual license and in no event to be less than the sum of one dollar ($1.00).
   It shall be the duty of each person receiving a license under this section to exhibit the same in some conspicuous place on or about the vehicle proposed to be operated at all times while the vehicle is in use. (1947 Code §16.19)
