Every licensee under the provisions of this article and each secondhand dealer shall, at all times, give to any member of the Police Department, the Mayor or any member of Council, at the request of any of them, all information he has concerning any article or thing which has come into his possession in his business, which has been or is alleged to have been lost or stolen or infected with any infectious or contagious disease.
