749.12 MINORS OR OTHER PERSONS RECEIVING OR COLLECTING ARTICLES.

No person licensed under the provisions of this article nor any secondhand dealer shall receive or obtain from any minor, unknown or irresponsible person, any secondhand articles or junk or employ any such person to collect or receive the same. No licensed pawnbroker shall receive by way of purchase or pledge, any property from any minor, unknown or irresponsible person.
