The City Engineer shall be a professional engineer registered by the State of West Virginia. Each City Engineer hereafter appointed shall be a resident of the City and shall remain a resident of the City during the term of such appointment. Council shall be the judge of the residency qualification of the City Engineer who shall promptly report each change of residence to the Council. Council may waive the residency requirement for the City Engineer by a 2/3 vote. (Amended 11-4-08.)
