710.13 RETROACTIVE APPLICATION .

It is the intent of Council that the requirement of securing a permit to operate a massage parlor within the City limits shall apply retroactively to all existing massage parlors now operating within the City limits. (Ord. A-2846. Passed 1-14-75.)
