In the event the Director of the Department of Finance discovers any person transacting any business, activity, trade or employment for which a license is required by Section 701.01 without having obtained such license, he shall issue a certificate of license to such person and collect the amount of the fee due. He shall keep a full and accurate record of all the licenses issued and fees collected by him. He may require the services of any member of the Police Department in making collections. The Director of the Department of Finance, with the approval of Council, may appoint agents to collect fees required by, or to enforce in any other respect, the provisions of Chapter One of this Business and Taxation Code. The compensation of such agents shall be paid out of the taxes so collected.
