Any license issued under the provisions of Chapter One of this Business and Taxation Code may, unless otherwise specifically provided, be assigned in the manner set out in this section to any person to whom it might have been originally granted, and in the event of the death of the licensee, the license may be assigned by his personal representative in like manner and with like effect as might have been done by the licensee himself. A memorandum of the same shall be endorsed on the face of the certificate of license by the assignor, and such memorandum attested by the City Clerk. If the assignee would have been subject to a greater fee than the assignor had the license originally been granted to him, such assignment shall be valid only after the payment of the difference between such two fees, prorated, however, in the same manner as provided by Section 701.07 for the original issuance of licenses.
