(a) Any person, firm or corporation removing any part or portion of a brick surfaced street of the City in the process of repairing such street or for the installation or repair of utility lines or facilities under the street shall, upon the completion of the repairs or installation, replace such bricks removed so as to preserve the brick surface of the street in the same condition as that which existed at the commencement of such repairs or installation.

(b) This section does not apply to the following:
Avery Street from the intersection of 19th Street to its terminus at the entrance to the Parkersburg Memorial Gardens (old Odd Fellows Cemetery).
