545.16 STREETS COVERED WITH WATER TO BE CLOSED TO PUBLIC UNLESS PERMIT IS OBTAINED.

So long as any street of the City is covered with water, that street shall cease to be open for travel to any person except a duly authorized officer of the City or other person having a permit from the Mayor or an officer of the Police Department.
