No person shall sell at auction any goods, wares, merchandise or other personal property, on any street, alley or public place in the City, except such as may be sold in front of the Courthouse under any deed of trust or legal process or pursuant to any law of the State or of the United States. Nothing herein shall be construed to forbid a duly licensed auctioneer from selling such goods or property at such place or places on the Courthouse side of Court Square as may be allowed by the County Court.
