545.03 PERMISSION REQUIRED TO ERECT FENCE ALONG STREET OR SIDEWALK.

No person shall erect a fence upon or otherwise obstruct the free passage through or along any of the sidewalks, streets or public grounds of the City without the permission of the Director of Public Works and the City Engineer.
