The Chief of Police is hereby authorized and directed to release the name or names of a parent or parents of a minor child under the age of eighteen years who is arrested by the Police Department and charged with and found guilty of the offense of juvenile delinquency. In no event, however, shall the Chief of Police or any other members of the Police Department release the name of any minor child charged with juvenile delinquency unless so ordered by the Intermediate Court of Wood County or the Circuit Court of Wood County.
