The provisions of this article shall be enforced by the Health Officer or their authorized agent or agents of the City, and may also be enforced by any police officer. All such officers shall be authorized to issue citations to persons accused of violation of any provisions of this article returnable to the Parkersburg Municipal Court in the same manner as traffic citations.
