353.13 RECEIPTS FROM PARKING METERS.
   The receipts from parking meters shall become and be a part of the General Funds of the City and the cost of supervision, protection, inspection, operation, maintenance, control and use of such parking meters shall be paid for from the General Funds of the City. However, this provision shall not prevent the establishment of a separate or special parking meter fund into which all receipts from all such meters shall be placed and kept until properly distributed between the City and the manufacturers of such parking meters pursuant to the provisions of any contract, lease or purchase of any such parking meters.
   The Department of Police under the direction of the Chief of the Department, is hereby charged with the duty of collecting all receipts from parking meters, and also is hereby charged with the maintenance of all parking meters and parking meter fine depositories.
   The meter readers under the direction of the Chief of Police are charged with the duty of collecting all parking meter fines deposited in parking meter fine depositories, which fines when collected shall be deposited as a part of the parking meter fund.
