The loading and unloading of goods, wares and merchandise in parking meter zones is hereby restricted to such length of time as is absolutely necessary for the purpose of loading and unloading merchandise and for the purposes of enforcement of this article, such loading or unloading of any vehicle between the hours of 8:00 a.m. and 10:00 a.m., shall not be considered parking.
