347.23 REGISTRATION CARD REQUIRED.

No person shall operate, nor shall an owner knowingly permit to be operated, upon any street within the City any vehicle required to be registered hereunder unless there shall be in the possession of the operator a valid registration card as required by West Virginia Code Chapter 17A.
