No person shall jump, hang or ride upon the outside of any vehicle while the same is in motion and no person shall drive any vehicle with any person riding on the hood, bumpers, running boards or fenders of such vehicle, except as may be required in the performance of official duties or while testing or making repairs to such vehicle.
