It shall be the duty of the owner, operator or person in charge of any vehicle which may be involved in an accident within the City, either by collision with another vehicle or obstacle or otherwise, whereby any person is killed or injured, or damage done to any vehicle or other property, immediately by the quickest means of communication, either verbal or written, to report such accident, with the details and the facts concerning the same, to the Chief of Police or a police officer of the City.
