(a) The Chief of Police shall place and maintain traffic control devices when and as required under the Traffic Code to make effective its provisions and may place and maintain such additional traffic control devices as he believes necessary to regulate traffic under the Traffic Code or under State law, or to guide or warn traffic. (b) Whenever by Article 351 or any other ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets, the Chief of Police shall erect appropriate signs giving notice thereof, and no such regulations shall be effective unless such signs are erected and in place at the time of any alleged offense. (1947 Code §19.105)
