The Chief of Police shall have power at any time to regulate or prohibit traffic or parking on any street on which traffic or parking has not been expressly regulated by ordinance, provided he first causes suitable and legible signs to be properly placed indicating the regulation so adopted. During any emergency, the Chief of Police is given express power to regulate or prohibit traffic or parking on any street within the City. (1947 Code §19.6)
