All vehicles permanently assigned to the various departments, boards and commissions shall be automatically replaced by the Equipment Division as their age and mileage warrants and funds permit. Responsibility for the purchase, replacement and disposal of all vehicles and equipment shall be vested in the City Finance Director. All purchases and contracts for services shall be made according to the requirements of Article 135.
