There is hereby created an authority which shall be known as the Parkersburg/Wood County Convention Center Authority, hereinafter called the “Authority”. The Authority shall consist of five members, who shall be appointed by the Mayor of Parkersburg and confirmed by Council. One of the members first appointed shall serve for a term of one year, one for a term of two years, one for a term of three years, and two for a term of four years. Thereafter, all members shall be appointed for a term of four years each or until their successors are appointed and approved. Vacancies shall be filled in the same manner for any unexpired term. In the event other governmental agencies including but not limited to the County Commission of Wood County and the City of Vienna financially support the convention center project at a significant level, then the City of Parkersburg may, by ordinance, expand the Authority to include representatives appointed by any such governmental agencies, provided that the Authority shall in no event exceed nine members.
