It is the intent of this article to create an Urban Mass Transportation Authority to facilitate the activities necessary to develop a comprehensive plan, policy, planning and management capacity to effectively determine needs, set goals and objectives, develop and evaluate programs, and carry out management activities necessary for the planning and implementation of an urban mass transportation system in the City of Parkersburg, West Virginia and the City of Vienna, West Virginia.
It is further declared that all of the authorized activities outlined in W. Va. Code Art. 8-27, insofar as the sections thereunder are applicable to an Urban Mass Transportation Authority are hereby incorporated in this article.
