153.02 SUPERVISION AND CONTROL.

The Hospital shall be maintained and operated as provided by general law by a board of trustees. It shall be operated as an entity separate from all other functions of the City free from the operative control of Council or any other executive officer or agency of the City, and under such regulations as the board may from time to time prescribe.
