The Board shall have power to fix and maintain a separate budget; and employ, fix the compensation of and discharge of a manager of the system shall direct, employ and fix the compensation of and discharge of all engineers, architects, inspectors, superintendents, collectors, attorneys and other employees of the system. The Board shall acquire appropriate insurance coverage for Boardmembers, management and staff, the cost of such coverage shall be payable from the revenues of the system.
