There is hereby created a Board of Trustees composed of the five members of the Parkersburg Utility Board which shall administer and distribute the moneys authorized to be raised by this article.
The Comptroller of the Parkersburg Utility Board shall be the Treasurer of the Waterworks Pension Fund and as such Treasurer shall keep complete and permanent records of all proceedings of the Board of Trustees and the ongoing operation and management of the Waterworks Pension Fund.
The Waterworks Pension Fund by this name may sue and be sued, plead and be impleaded, contract and be contracted with, take and hold real property and personal property for the use of the Waterworks Pension Fund.
