Under the direction and supervision of the Mayor the Personnel Director shall prepare personnel rules and regulations and submit to the Mayor such revisions and amendments which he deems advisable and when approved by resolution of Council as submitted or amended by Council, shall become effective. Under the direction and supervision of the Mayor, the Personnel Director shall perform such other duties and functions as the Mayor may require or Council may require by resolution or ordinance.
