(a) Authority. Upon giving notice to the West Virginia Public Service Commission (WVPSC) and the general public, the Board may declare a temporary shortage of water, and if it is determined to be necessary for the health and welfare of the Board's customers to restrict the consumption and use of the existing water supply. The Board shall authorize the implementation of the Local Water Rationing Plan, as described in Section 4.14 of the WVPSC's Rules and Regulations for the Government of Water Utilities, to restrict use of water to human consumption and for sanitary purposes.
