923.01 ARTICLE NOT A CONTRACT.

Nothing contained in this article shall be taken as creating any contractual obligation between the Board and any person receiving water from the Board, or as limiting in any way the Board's right to amend this article or to change the terms and conditions upon which water is provided and sold.
