The permittee or his agent shall make regular inspections of all control measures in accordance with the storm water management plan. The purpose of such inspection will be to determine the overall effectiveness of the plan and the need for additional control measures. A representative from the City or designated agency shall enter the property of the permittee as necessary to ensure compliance with the plan.
