The Fire Department of the City shall consist of the following:
(a) A Chief of Fire Department appointed and confirmed in accordance with Section 10.101 of the Charter of the City of Parkersburg;
(b) Four shift captains to be filled by competitive examinations;
(c) Ten station Lieutenants, to be filled by competitive examinations;
(d) A Chief Fire Inspector, which shall be filled by competitive examination;
(e) A Training Officer, to be appointed and serve at the will and pleasure of the Fire Chief;
(f) If the Fire Chief no longer serves in that capacity and returns to the Fire Department, pursuant to the provisions of West Virginia Code 8-15-ll(c) the Fire Chief shall be entitled to return to the Department at the rank previously held prior to his appointment as Chief.
(g) If the Fire Inspector or Training Officer no longer serve in such capacity and remain with the Fire Department, they shall be entitled to be restored to and retain the rank, if any, previously held by them prior to their appointment to said positions.
(h) In the event the Fire Chief, Chief Fire Inspector or Training Officer vacate their positions and remain with the Department, the number of firemen holding the position of Captains and/or Lieutenants may temporarily increase only to the extent necessary to accommodate the return to the Department by reason of the vacated positions, and the numbers of Captains and Lieutenants as specifically herein authorized shall be restored as soon as possible by attrition. The authorized number or Captains and Lieutenants shall not increase for any other reason, except by amendment to this Ordinance duly adopted by the Council of the City of Parkersburg. (Ord. 0-1717.
