Each downspout or drain discharging water into any street in the City shall be conducted under the sidewalk to the gutter. No downspout or drain shall, in any event, be so constructed as to discharge water into any alley in the City, unless such alley is so constructed as to drain such water into a storm sewer. No such downspout or drain shall be constructed until a certificate and permit therefor has been obtained from the City Engineer. In no case shall a property owner allow roof drainage to run onto the property of adjoining landowners.
