No person shall construct or maintain any dwelling, garage or other building within the corporate limits of the City, which has a total roof area of more than 100 square feet, without providing and equipping such structure with eave troughs or gutters and downspouts to catch and carry off the water from the roof of such structure and without providing for the discharge of such water into a street draining into a storm sewer.
