The Code Enforcement/Zoning Division shall, within a reasonable time, inspect such specifications and either issue or deny a sign permit, subject to the following provisions:
(a) If the permit is granted, the petitioner shall keep such sign in good order and repair. The petitioner will erect, set up, place, retain and maintain such sign subject to all provisions of this article.
(b) No permit will be issued unless the sign specifications comply with all zoning requirements now in effect or as may be established in the future.
