In the event of the failure of any owner of any dwelling or other building to comply with the terms and requirements of any notice, the Code Enforcement Division may cause a notice of such violation and non-compliance to be recorded in the Office of the Clerk of the County Commission of Wood County, West Virginia, indexed in the name of said owner(s), so as to place any perspective owner on notice of any unsafe, unsanitary or unfit condition prevailing in any dwelling or building, whether used for human habitation or not, which would cause such dwelling or building to be unsafe, unsanitary, dangerous or detrimental to the public safety or welfare. In the event that the owner of any such dwelling or building cures the cited conditions, the Code Enforcement Division of the City shall cause a release of said notice to be similarly recorded.
