1329.01 BOARD ESTABLISHED; MEMBERSHIP, TERM AND VACANCY; EXPENSE REIMBURSEMENT.
   A Board of Zoning Appeals is hereby established which shall consist of five members to be appointed by Council, one for a term of one year, two for terms of two years and two for terms of three years. Terms shall expire on January 1 of the first, second or third year respectively, following their appointment. Thereafter, as their terms expire, each new appointment shall be for a term of three years. If a vacancy occurs, by resignation or otherwise, Council shall appoint a member for the unexpired term.
   Members of the Board shall be residents of the City, and three-fifths of the members shall have been residents of the City for at least ten years preceding the time of their appointment. No two members shall come from the same election district. No member of the Board shall be a member of the City Development Department, nor shall any member hold other elective or appointive office in the City or County Government. Members of the Board shall serve without compensation, but shall be reimbursed for actual expenses incurred in the performance of their official duties.
