In the event any person shall dispose or establish a site for the permanent or temporary disposal of hazardous waste, or establish or attempt to establish a temporary hazardous waste facility in the City in violation of the provisions of this article, the City Attorney is authorized, in addition to other penalties set forth herein, to institute any appropriate civil action or proceedings to prevent such disposal or storage of hazardous waste, the same being deemed a public nuisance.
