The Parks Advisory Commission on City Parks may, and at the request of the Mayor shall, designate a subcommittee to make recommendations to the Department of Public Works regarding the optimum means consistent with the provisions of this article of achieving the purposes of preservation and protection for which each Nature Preserve and Conservation Park is created. Copies of all such recommendations shall be communicated to Council and the Mayor when presented to the Director of Public Works.
