Except for officers of the Police Department in their official duties and City employees in the ordinary course of their duties, no person shall operate or permit to be operated a motor vehicle, as defined in Section 301.21, upon that certain 36 acre tract of land situated in the City, used for park and recreational purposes and known as the Johnson T. Janes Park.
