(a) It shall be a violation of this section for any person, unauthorized by the City, to collect or pickup or cause to be collected or picked up any recyclable material placed for City collection. Each such collection in violation thereof shall constitute a separate and distinct offense punishable as hereinafter provided.
(b) Notwithstanding any provision of this section, any person having ownership of the same, may sell or donate recyclable materials to any person, partnership or corporation, whether operating for profit or not for profit; provided however that such sold or donated material may not be placed for collection at, or collected from the curbside.
