No person shall haul along or through the streets of the City any paper, rubbish, trash or solid waste unless it is hauled in a vehicle constructed with a tightly sealed bed and sides with an enclosing top or other cover so arranged that no part of the contents escapes or is blown from the conveyance in which it is being transported.
