A. Use By Organizations: With respect to the town facilities by other than members of the public on an individual basis, town facilities may be used by organizations, provided the following conditions are met as determined by the town manager:
1. The requesting organization shall be a responsible, properly organized community group;
2. The use of the town facilities shall be for the purposes of education, civic welfare or such other appropriate purpose as determined by the town manager;
3. The use shall not interfere with any town activity or cause extraordinary wear and tear of the facility; and
4. All other rules and regulations pertaining to the use of the facility have been or will be met.
B. Use By Individuals: The use of town facilities by members of the public on an individual basis, such as use of recreational facilities, shall be subject to the rules and regulations established by the town manager or the applicable department head. (1988 Code § 3-6-1)
