Upon the recommendation of the Mayor and the City Administrator that an emergency situation exists and that implementation of an emergency water management plan is necessary to protect the public welfare and safety, the Mayor is hereby authorized to declare that a state of emergency exists and to authorize the City Administrator to implement the applicable provisions of this subchapter.
